Friendly visit of the Chairman of the Halk Maslakhaty of Turkmenistan to the Republic of Kazakhstan, the Kyrgyz Republic and the Republic of Uzbekistan

On April 22, 2025, the friendly visit of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov to the Republic of Kazakhstan ended.

On the second day of the visit, a meeting was held between the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, which was held with the participation of members of the delegations of both countries.

Warmly welcoming the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, President Kassym-Jomart Tokayev thanked the distinguished guest for accepting the invitation to visit the Republic of Kazakhstan, emphasizing that this visit is long-awaited and timely in terms of its relevance.

As the leader of the neighboring country noted, in Kazakhstan the Chairman of the Halk Maslahaty of Turkmenistan is known as an outstanding statesman.

Having thanked the National Leader of the Turkmen people for the invitation to participate in the international forum dedicated to the International Year of Peace and Trust, and to be held on December 12 in Ashgabat, the head of Kazakhstan emphasized that he accepted the invitation with pleasure, and the visit to the Turkmen capital is marked on his calendar. It is symbolic, said President Kassym-Jomart Tokayev, that this year marks the 30th anniversary of Turkmenistan's neutrality.

Taking this opportunity, the leader of the neighboring country extended an invitation to the President of Turkmenistan Serdar Berdimuhamedov to visit the Republic of Kazakhstan this year on a state visit, which will give additional impetus to fraternal bilateral relations.

Having thanked for the kind words, the National Leader of the Turkmen people expressed deep gratitude to President Kassym-Jomart Tokayev for the warm welcome and hospitality provided and the favorable conditions created for the stay of the delegation of Turkmenistan in the ancient city of Turkestan.

Taking advantage of the opportunity, the National Leader of the Turkmen people also conveyed warm greetings and best wishes from the President of Turkmenistan Serdar Berdimuhamedov to the head of the Republic of Kazakhstan.

The National Leader of the Turkmen people thanked President Kassym-Jomart Tokayev for confirming his participation in the international forum dedicated to the International Year of Peace and Trust, as well as the 30th anniversary of Turkmenistan's permanent neutrality, which will be held on December 12 in Ashgabat.

Touching upon the topic of cooperation in the global political arena, the Chairman of the Halk Maslahaty of Turkmenistan emphasized that mutual support by our states for each other within the framework of major international organizations, primarily in the United Nations, has become a good tradition.

Taking this opportunity, the National Leader of the Turkmen people also expressed gratitude for the support and co-authorship of the UN General Assembly Resolution “Permanent Neutrality of Turkmenistan”, adopted at the initiative of our country on March 21, 2025.

Turning to the topic of Turkmen-Kazakh cooperation in the trade and economic sphere, the Chairman of the Halk Maslahaty of Turkmenistan noted with satisfaction the positive dynamics of bilateral trade turnover, while noting the existence of opportunities for its further growth.

The Chairman of the Halk Maslahaty of Turkmenistan also named transport and communications as an important area of cooperation.

In order to further create favorable transport and transit conditions, the National Leader of the Turkmen people also proposed considering the issue of increasing comprehensive cooperation between the ports of Turkmenbashi, Aktau and Kuryk on the Caspian Sea.

Emphasizing the fruitfulness of bilateral cultural and humanitarian cooperation, the National Leader of the Turkmen people noted that representatives of Turkmenistan and Kazakhstan take an active part in international conferences, exhibitions and other events held in both countries.

In conclusion, having thanked President Kassym-Jomart Tokayev for his personal contribution to strengthening friendship and cooperation between Turkmenistan and the Republic of Kazakhstan, the Chairman of the Halk Maslahaty of Turkmenistan addressed his best wishes to the fraternal people of the neighboring country.

Then the joint motorcade of the National Leader of the Turkmen people and the President of the Republic of Kazakhstan proceeded to the industrial park "SPK TURKISTAN".

During a visit to the industrial park, Hero-Arkadag Gurbanguly Berdimuhamedov and President Kassym-Jomart Tokayev got acquainted with the exhibition, which allows them to get a visual representation of the types of products manufactured here.

The open area featured passenger cars, tractors, combines, buses and components for them.

Then the National Leader of the Turkmen people and the head of the Republic of Kazakhstan proceeded to the exhibition pavilion, where samples of industrial products intended for various sectors of the economy were on display, including the construction sector, agriculture, transport, etc., as well as products of the processing industry, medical equipment, computer and household appliances.

In the afternoon, the joint motorcade of the National Leader of the Turkmen people, the Chairman of the Halk Maslahaty of Turkmenistan and the President of Kazakhstan proceeded to the Hazret Sultan International Airport in Turkestan.

Here, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Kazakhstan Kassym-Jomart Tokayev warmly bid farewell to each other, once again confirming the commitment of the two countries and peoples to fraternal and good-neighborly relations, fruitful multifaceted cooperation that meets the interests of common well-being and prosperity.

Then the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov departed for a friendly visit to the Kyrgyz Republic.

 

On April 22-23, 2025, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov made a friendly visit to the Kyrgyz Republic.

At the Issyk-Kul International Airport of Cholpon-Ata city, decorated with the State flags of the two friendly countries the Honor Guard was lined up along the carpet leading from the plane’s steps. Here, the President of the Kyrgyz Republic Sadyr Japarov and other officials warmly and cordially greeted Hero Arkadag.

Then, the joint motorcade of the National Leader of the Turkmen people and the President of the Kyrgyz Republic arrived at the Rukh-Ordo Cultural Center named after Chingiz Aitmatov, where an introductory tour was organized for the distinguished guests.

After completing their tour of the sights of the Rukh-Ordo cultural center, the National Leader of the Turkmen people, the Chairman of the Halk Maslahaty and the President of the Kyrgyz Republic said goodbye and took a joint walk along the beautiful coast of Issyk-Kul. During the walk, it was noted that there are great opportunities for developing cooperation in the field of tourism between the two countries.

On April 23, in the morning, a meeting was held at the building of the Councils of the State Residence “Ala-Archa” between the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and the President of the Kyrgyz Republic Sadyr Japarov.  

The President of the Kyrgyz Republic once again warmly welcomed the National Leader of the Turkmen people, the Chairman of the Halk Maslahaty to the hospitable Kyrgyz land.

The Kyrgyz leader expressed confidence that the current visit of the Hero-Arkadag will be an important step towards strengthening friendship between our peoples. Sadyr Japarov noted that he warmly recalls the meeting as part of his participation in the international forum dedicated to the 300th anniversary of the birth of Magtymguly Fragi in 2024.

Taking this opportunity, President Sadyr Japarov conveyed warm greetings and good wishes to the President of Turkmenistan Serdar Berdimuhamedov and extended an invitation to him to visit the Kyrgyz Republic.

Having expressed sincere gratitude for the invitation to visit a friendly country and the hospitality shown, Hero-Arkadag emphasized that he also views the current meeting as a continuation of the dynamically developing political dialogue between our countries.

Hero Arkadag conveyed warm greetings and best wishes from the President of Turkmenistan Serdar Berdimuhamedov to President Sadyr Japarov.

Highlighting political and diplomatic interaction as an important aspect of cooperation, the Chairman of the Halk Maslahaty noted that visits and high-level meetings serve as the main factor in strengthening ties between the countries.

Hero-Arkadag expressed hope for the personal participation of President Sadyr Japarov in the work of the international forum, which will be held on December 12, 2025 in Ashgabat on the occasion of the International Year of Peace and Trust and the 30th anniversary of permanent neutrality.

Hero-Arkadag also reported that in early August of this year, an international conference under the auspices of the UN and chaired by UN Secretary-General Antonio Guterres on landlocked developing countries will be held in the Avaza National Tourist Zone, and invited the President of the Kyrgyz Republic to take part in it.

Congratulating the head of the friendly state on the start of a large-scale project to build the China-Kyrgyzstan-Uzbekistan transcontinental railway, Hero-Arkadag noted the importance of joint work on the further development of transport and transit corridors, proposing to create a local logistics center.

At the end of the meeting, the National Leader of the Turkmen people, Hero-Arkadag, and the President of the Kyrgyz Republic visited the Kyrgyz national yurt.

As a sign of special respect for the Chairman of the Halk Maslahaty of Turkmenistan, who made a huge personal contribution to strengthening the traditional ties of friendship and Turkmen-Kyrgyz cooperation, Hero-Akadag was presented with valuable gifts – a national Kyrgyz yurt, souvenirs testifying to the preserved and currently improving handicraft art of folk craftsmen, and the horse Khan.

Then the joint motorcade of the National Leader of the Turkmen people and the President of the Kyrgyz Republic headed to the equestrian complex of the city of Cholpon-Ata. Here, Kyrgyz national equestrian competitions were demonstrated for the distinguished guest.

Noting the common ancient traditions of horse breeding, Hero-Arkadag invited Kyrgyz equestrians to visit the city of Arkadag during the upcoming holiday.

Having thanked all the employees of the equestrian complex, Hero-Arkadag and the leader of the friendly country left the scene of the event.

At the end of the program of the friendly visit to the Kyrgyz Republic, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov, accompanied by President Sadyr Japarov, headed to the Issyk-Kul International Airport, from where he flew to the Uzbek city of Samarkand.

 

A friendly visit of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov to the Republic of Uzbekistan took place.

At the International Airport of Samarkand, the National Leader of the Turkmen people was met by President Shavkat Mirziyoyev.

From the airport, the joint motorcade of the Uzbek leader and the Chairman of the Halk Maslahaty of Turkmenistan headed to the historical and cultural complex of monuments "Hazrati Hizir" in the city of Samarkand.

Upon arrival at the Islam Karimov Mausoleum, the Chairman of the Halk Maslahaty of Turkmenistan and President Shavkat Mirziyoyev laid flowers, paying tribute to the memory of the outstanding statesman and political figure of Uzbekistan. Then the National Leader of the Turkmen people and the head of the fraternal country proceeded to a specially designated place. According to Muslim traditions, the clergy read a verse from the Holy Quran and offered a prayer to the Almighty.

Then the Chairman of the Halk Maslahaty of Turkmenistan, accompanied by the President of Uzbekistan, proceeded to the tourist square "Eternal City" in the international center "Silk Road Samarkand. The National Leader of the Turkmen people, accompanied by President Shavkat Mirziyoyev, got acquainted with the objects of the huge complex with an area of more than 17 hectares.

Having familiarized himself with the exhibits revealing the rich cultural heritage of the Uzbek people, examples of handicrafts and applied art, and the features of the architectural objects located on the square, the Chairman of the Halk Maslahaty of Turkmenistan thanked President Shavkat Mirziyoyev and representatives of the Uzbek side for the well-organized tour.

During the second day of the friendly visit, negotiations were held between the Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov and President Shavkat Mirziyoyev.

At the main entrance of the Congress Center, the high-ranking Turkmen guest was warmly welcomed by the head of Uzbekistan. Here, an official photo ceremony took place against the backdrop of the national flags of the two countries.

Then a bilateral meeting took place between the National Leader of the Turkmen people and President Shavkat Mirziyoyev.

During the meeting, the interlocutors noted with satisfaction that the two countries are making joint efforts to strengthen the established interstate cooperation in the fields of politics, economics and trade. Noting the great potential for expanding fruitful cooperation, the National Leader of the Turkmen people and the Uzbek leader spoke in favor of further developing partnership in such areas as energy, transport, agriculture, industrial cooperation and high technology.

Then a meeting in an expanded format took place.

Warmly welcoming the high-ranking Turkmen guest and members of the delegation of Turkmenistan in Samarkand, President Shavkat Mirziyoyev thanked the Chairman of the Halk Maslahaty of Turkmenistan for accepting the invitation to visit Uzbekistan on a friendly visit.

Having conveyed greetings to President Serdar Berdimuhamedov, the head of the neighboring state congratulated the head of Turkmenistan on his recent successful visit to Japan and the awarding of the title of "Honorary Doctor" of the University of Tsukuba. As noted, this is a sign of respect and authority not only for Turkmenistan, but also for all of Central Asia.

President Shavkat Mirziyoyev emphasized that Uzbekistan is preparing for the upcoming visit of the President of Turkmenistan.

Taking this opportunity, the head of the friendly country once again congratulated on the adoption, at the initiative of Turkmenistan, of the Resolution declaring 2025 the “International Year of Peace and Trust”, as well as the adoption by the United Nations for the third time of the Resolution on the permanent neutrality of Turkmenistan.

In conclusion, confidence was expressed that the results of the current visit of the Chairman of the Halk Maslahaty of Turkmenistan to the Republic of Uzbekistan will contribute to the deepening of interstate relations across the entire spectrum.

Having once again greeted the head of the fraternal country, the National Leader of the Turkmen people noted that he was sincerely glad to meet with President Shavkat Mirziyoyev and thanked him for the warm welcome and hospitality.

Taking the opportunity, the Chairman of the Halk Maslahaty conveyed warm greetings and best wishes from President Serdar Berdimuhamedov to the Uzbek leader.

The National Leader of the Turkmen people noted that a wide range of issues of bilateral relations will be discussed and an exchange of views will take place on current topics of the regional and international agenda that are of mutual interest.

As was emphasized, the interstate dialogue is currently at a high level. The trusting relationship between the leaders of the two countries plays a decisive role in this process.

The good tradition of mutual visits has continued this year, said the National Leader of the Turkmen people, noting that a high delegation of Turkmenistan will visit the city of Samarkand on May 5 of this year to participate in the second Summit of the Strategic Dialogue "Central Asia - Cooperation Council for the Arab States of the Gulf", and on September 6-7 - Tashkent to participate in the seventh Consultative Meeting of the Heads of State of Central Asia.

The Chairman of the Halk Maslahaty thanked President Shavkat Mirziyoyev for confirming his participation in the international forum on the occasion of the International Year of Peace and Trust, the 30th anniversary of permanent neutrality in Turkmenistan, which will be held on December 12, 2025 in Ashgabat.

Taking this opportunity, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov also invited the Uzbek leader to the upcoming international forum on landlocked developing countries in August of this year, which will be held under the auspices of the United Nations in the Avaza National Tourist Zone.

Touching upon the topic of bilateral cooperation, the National Leader of the Turkmen people noted with satisfaction the dynamic development of trade and economic cooperation.

Great importance is also attached to the development of business ties through business communities. In this context, the expediency of organizing the next meeting of the Turkmen-Uzbek Business Council, the Third Interregional Forum and an exhibition of national commodity producers this year was emphasized.

The National Leader of the Turkmen people noted that the further development of trade relations will be facilitated by the creation of the Turkmen-Uzbek border trade zone - the Trade Center, the construction of which is in full swing in the area of the checkpoint "Daşoguz-Şabat".

Cooperation in the chemical industry also deserves attention, said the Chairman of the Halk Maslahaty, noting Turkmenistan’s readiness for the practical implementation of new projects aimed at developing relations in this industry.

Among the important vectors of bilateral partnership, naming the transport sector, the National Leader of the Turkmen people emphasized that the Turkmen side proposes to strengthen cooperation in the development of existing and creation of new transport and transit corridors.

As was emphasized, interaction in the cultural and humanitarian sphere is also of priority importance.

In conclusion, once again expressing gratitude to President Shavkat Mirziyoyev and all Uzbek colleagues for the hospitality and warm welcome, the Chairman of the Halk Maslahaty wished everyone good health and success, and peace and prosperity to the fraternal people of Uzbekistan.

Having thanked the National Leader of the Turkmen people for his speech and proposals, the head of the neighboring state confirmed Uzbekistan’s desire to deepen the full-scale strategic partnership with Turkmenistan in the interests of the two fraternal countries and peoples.

At the end of the bilateral negotiations, a solemn ceremony was held to present the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov with the Order of “Oliý Darajali Dustlik”, the highest state award of the Republic of Uzbekistan.

Then President Shavkat Mirziyoyev took the floor and thanked Hero Arkadag for his visit to Uzbekistan. Having cordially congratulated the Chairman of the Halk Maslahaty on the high state award of the Republic of Uzbekistan, the leader of Uzbekistan wished him good health, well-being and new bright successes, and peace and prosperity to the brotherly people of Turkmenistan.

Expressing sincere gratitude to President Shavkat Mirziyoyev for the honor bestowed upon him – the awarding of the “Oliý Darajali Dustlik” order, the National Leader of the Turkmen people emphasized the historical significance of the current event, which is a confirmation of the inviolability of the bonds of friendship and brotherhood between our countries.

Taking the opportunity, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, on behalf of the Turkmen people, thanked the head of Uzbekistan and wished him good health, great success in his government activities, and the brotherly people of the neighboring country - well-being, happiness and prosperity.

The participants of the ceremony who spoke afterwards cordially congratulated the National Leader of the Turkmen people on the highest state award of the Republic of Uzbekistan – the “Oliý Darajali Dustlik” order, expressing their best wishes to the Chairman of the Halk Maslahaty of Turkmenistan.

Then the National Leader of the Turkmen people and the head of the friendly state planted a tree in the park of honored guests of the Congress Center as a sign of commitment to further rapprochement and strengthening of friendship between the fraternal peoples of the two countries.

Then the Chairman of the Halk Maslahaty of Turkmenistan and the Uzbek leader proceeded to the EXPO Center building and got acquainted with the exhibition “Mirages of Time”.

Having expressed gratitude for the interesting and informative excursion, the National Leader of the Turkmen people noted the important educational role of museums and similar exhibitions.

In turn, the representatives of the exhibition management, who accompanied the Chairman of the Halk Maslahaty of Turkmenistan during the excursion, expressed their sincere gratitude to the distinguished guest for visiting the exposition.

Then the joint motorcade of the National Leader of the Turkmen people, the Chairman of the Halk Maslahaty and President Shavkat Mirziyoyev proceeded to Samarkand International Airport.

Here, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov and the Uzbek leader said a warm farewell to each other, once again confirming the commitment of the two countries and peoples to fraternal and good-neighborly relations, fruitful multifaceted cooperation that meets the interests of common well-being and prosperity.

Having completed his friendly visit to the Republic of Uzbekistan, Hero Arkadag departed for homeland.
