Session of the Government: International cooperation, projects in fuel and energy complex, digitization and ecology
President Gurbanguly Berdimuhamedov held regular video conference session of the Cabinet of Ministers where priority subjects of the state life have been discussed.
Having announced the agenda, the Head of the State gave floor to Deputy Chairman of the Cabinet of Ministers G. Myradov who reported on the situation in the sphere under his supervision as well as on the Draft Resolution on Funding of the cost of agricultural equipment and inventory procured by entrepreneurs – individual and legal entities.
It was informed that this subject has been studied based on relative commercial proposals of the Union of Industrialists and Entrepreneurs of the country and reviewed at the first session of Interdepartmental Commission for foreign investments.
The above-mentioned document was developed according to the Strategic Agreement of Understanding between the Ministry of Finances and Economy of Turkmenistan and John Deere Walldorf GmbH &Co.KG signed at the First Caspian Economic Forum.
Having listened to the report, President Gurbanguly Berdimuhamedov noted that entrepreneurship takes stronger positions in production spheres these days. New work places are opened, variety of volumes of production of competitive goods are expanded due to activation of this important sector of national economy.
Speaking of importance of further stimulation of small and medium business, the Head of the State focused on development of entrepreneurship in agricultural complex, making of all conditions for more active attraction of local business structures to agricultural production. Having signed presented Draft Resolution, the President sent it to the Vice-premier by electronic document management system, having addressed number of specific assignments.
Reporting on fulfilment of the assignments given by the President of Turkmenistan previously, Deputy Chairman of the Cabinet of Ministers reported on practical measures for further development of insurance system, expansion of service spectrum rendered in this sphere.
It was noted that work for improvement and organization of activity of this sector is carried out according to time requirements for successful solution of objectives in this sphere according to the provisions of the Law on Insurance.
Summing up the report, Turkmen leader highlighted that the above-mentioned sphere serves as a guarantee of property interests of the citizens and enterprises and provides income of long-term financial resources to national economy. In this regard, clear organization of activity of this strategic sector of national economy, formation of necessary insurance reserves for the interests of the state and Turkmenistan citizens are required, the President said.
Having noted importance of detailed study of this subject, the Head of the State addressed the Vice-premier with relative assignments on continuation of work in this direction.
After, Advisor on Oil and Gas Affairs of the President of Turkmenistan Ya. Kakayev reported on work for scientific justification of projects for increment of production and processing volumes of oil and gas as well as high technology production of fuel and energy complex, which is required by local and foreign consumers.
Number of subjects related to construction of TAPI gas line has been highlighted in details in the report. In his speech, the Advisor noted colossal importance of the pipeline for energy system of the region and the world including in the context of formation of modern architecture of energy security, strengthening of economic stability, increment of investments and trade, development of international cooperation ad environment protection.
Summing up the report, President Gurbanguly Berdimuhamedov noted that Turkmenistan has colossal reserves of hydrocarbon resources. Today, Turkmen gas is supplied to the PRC by the longest pipeline in the world. The head of the State has also pointed out that it is necessary to accelerate the implementation of modern resource saving technologies, advanced scientific and technical developments and achievements of national and world science to energy sector.
The President ordered to develop relative programme for scientific justification of international projects in this sphere, which covers all aspects of scientific and research works carried out by profile institutes taking into account approved Concept of digitization of national economy.
The Head of the State highlighted that it is necessary to achieve effective research and practical activity of scientific and research institutes of oil and gas complex, study environment impact of the projects in fuel and energy sphere from scientific point of view. It is also necessary to arrange services for enhancement of efficiency of oil wells on proper level, expand geological survey works for search of new oil deposits.
Speaking of the construction of TAPI gas line, the Head of the State ordered to pay the utmost attention to technological reliability and ecological safety of infrastructural facilities of transnational pipeline.
Deputy Chairman of the Cabinet of Ministers M. Meredov reported on work for improvement of activity of structural divisions of fuel and energy complex as well as on progress of some big investment projects aimed at expansion of export potential of the industry.
Information about construction and installation works, which are carried out at rapid rates on Turkmen part of Turkmenistan - Afghanistan – Pakistan – India gas line, has been presented. Draft Resolution, according to which it is planned to procure different materials and equipment for international energy route in our country, has been presented to the Head of the State for review.
Having listened to the report, President Gurbanguly Berdimuhamedov made special focus on economic and social importance of TAPI project, which is to give strong impulse to sustainable development of the states of the region.
At the same time, construction of the gas line, which was initiated by Turkmenistan, is another actual step for implementation of national energy strategy, where diversification of export of energy carriers to the world market is one of the main vectors, the Head of the State highlighted.
Presence of colossal gas reserves, which is recognized by competent international experts, allows our country providing long-term supplies of natural gas, which demand is invariably high.
Therefore, the Head of the State summed up, TAPI project would support strengthening of constructive dialog, friendly and goodwill relations, beneficial economic cooperation between participating countries.
Having signed the Resolution on Procurement of equipment and resources for construction of Turkmen part of Turkmenistan – Afghanistan – Pakistan – India gas line and sent it to the Vice-premier by electronic document management system, the Head of the State ordered to hold realization of this project under control.
Deputy Chairman of the Cabinet of Ministers Ch. Purchekov reported on works for implementation of project of formation of circular energy system in the country as well as on procurement of relative equipment.
Having noted the importance of high-voltage electrical lines in Ahal – Balkan and Balkan – Dashoguz directions in the context of increment of production of power energy, export volumes, improvement of power supply, enhancement of economic, social and living conditions of the population, the Vice-premier reported on the measures for implementation of this project.
Construction drawings of 220 kV power line of total length of 450 km from Ahal Velayat to Balkanabat as well as 500 kV power line from Dashoguz to Balkan Velayat have been demonstrated on the slides. According to the project, construction of four power stations – two with 500 kV output and two with 220 kV output, is planned.
Having listened to the report, President Gurbanguly Berdimuhamedov highlighted big enormous energy and economic potential of Turkmenistan, which pursue the policy of wide international cooperation and attracting more foreign companies, which are willing to establish beneficial cooperation.
In the result, close business contacts are established with representatives of business circles, which try to make their contribution to realization of reformation programmes in our country, which are aimed at formation of powerful industrial infrastructure.
Joint programme developed by consortium of Turkmenistan, India, China and Turkey, which includes specific proposals for activation of productive cooperation in this direction, is to serve as reliable foundation of fruitful dialog inn implementation of the project of establishment of circular energy system in the country.
The President of Turkmenistan has also highlighted that implemental big projects if regional and international significance in energy sector, our country demonstrates highly responsible approach to environment protection subjects. Active implementation of resource saving, eco-friendly technologies is the main goal of national social and economic programmes.
Improvement of reliability of electricity provision in the country is among utmost objectives of national electrical energy industry, the Head of the State continued. New circular energy system, will be created under the project of construction of Ahal – Balkan and Balkan – Dashoguz power lines, hundred kilometres of power lines will be built.
Therefore, the system of electricity provision would be completely renewed after completion of this grandiose project, which guarantees uninterrupted provision of electricity to rapidly developing regions, the Head of the State highlighted.
Having noted importance of steadfast and integrated measures for improvement of potential of national economy, fulfilment of all planned works in this field, the President of Turkmenistan signed the Resolution on entering into contracts for procurement of equipment, material and vehicles for construction of high-voltage power lines Ahal – Balkan and Balkan – Dashoguz as well as installation of telemechanic system, having ordered the Vice-premier to hold timely completion of activities outlined in the document under control.
Deputy Chairman of the Cabinet of Ministers B. Ovezov reported to President Gurbanguly Berdimuhamedov about measures for procurement of city buses Hyundai and ambulance helicopters for provision of medical services.
The Vice-premier informed that specialists of Türkmenawtoulaglary Agency were sent to working trip to the Republic of Korea where they had a meeting with the management of Hyundai corporation and visited bus production plant.
It is planned to buy Hyundai All New SuperAero city buses (The Republic of Korea) Equipped with modern engines meeting Euro 4 ecological standards for successful solution of objectives set to the ministries and departments of the country, further improvement of equipment and facility provision and enhancement of quality services.
Information about measures taken by Türkmenhowaýollary of the Ministry of Industry and Communication together with the Ministers of health Protection and Medical Industry for procurement of medical helicopters produced by Kazan Helicopter Plan (Republic of Tatarstan, Russian Federation) has been presented. In was noted that helicopters will be used in the capital and velayats of the country for emergency care services to the population.
Summing up the report, the President has focused on long productive cooperation with Korean Hyundai Corporation, which is an old business partner of Turkmenistan.
Buses from the flagship of Korean automobile manufacturing are widely used in the city ad intercity routes of the country, hundreds of vehicles of various modifications have been bought in the last years, which allowed increasing number of lines and reduce intervals of bus stops, the Head of the country stated.
Taking into account that passengers have appreciated comfort of these buses, Turkmen leader pointed out the importance of further relative work.
Cooperation in this section has proven its effectiveness and both sides aim at continuation on long-term base, the President of Turkmenistan said, having noted that vehicles of Hyundai Corporation are distinguished by high quality and meet weather and climate conditions of the our country.
In this context, the Head of the State gave assignments to the Vice-premier on supply of buses of new modifications to Turkmenistan.
Speaking of procurement of new medical helicopters, President Gurbanguly Berdimuhamedov stated with delight steadfast and fruitful character of relations with the Republic of Tatarstan, which is successfully developed under interstate dialog with the Russian Federation. It was mentioned that Turkmen – Tatar relations are visual example of effective partnership, which is based on significant experience of cooperation and its multidimensional potential.
Our country uses helicopters of Kazan Helicopter Plant and big work has been carried out using them, the Head of the State said.
Having confirmed the intent to continue strengthening this cooperation, the President of Turkmenistan approved proposal in procurement of emergency medical helicopters, having ordered the Vice-premier to take all measures for provision of organized and quality maintenance and efficient operation of the aircrafts.
After, the Head of the State called Deputy Chairman of the Cabinet of Ministers Ch. Gylyjov who reported on the result of the round table meeting and other business activities under the session of Turkmen – German Working Group on January 23 – 24.
In particular, German companies expressed willingness to cooperate with turmenistan in oil and gas sphere, agreement on arrangement of exchange of practice has been reached. Proposals of German businessmen for supply of equipment for private agricultural producers, construction of industrial facilities, cooperation in production of potassium fertilizers, implementation of innovative equipment to textile industry of the country have been discussed at the meeting in the Union of Industrialists and Entrepreneurs.
Memoranda of Understanding have been signed between the UIET and German companies on number of proposals.
Draft Resolution on Approval of the Strategy of improvement of activity of the State Commodity and Raw Material Exchange of Turkmenistan in 2020 – 2025 has been presented to the Head of the State.
Having listened to the report, President Gurbanguly Berdimuhamedov noted importance of international business events for strengthening and expansion of trade and economic relations of our country, introduction of investment capabilities of Turkmenistan to the world community, formation and launch of project for improvement of potential of national economy and stimulation of entrepreneurship.
Active development of the best foreign practice and technologies has to be aimed at opening of innovative production facilities and growth of competiveness of export oriented branches, the President said, having given assignments for realization of reached agreements with German partners including in small and medium business.
The Head of the State has also approved the Strategy of development of the SCRMET for the next five years, having signed relative Resolution. Having sent it to the Vice-premier by electronic document management system, the President requested provide control of the work in this direction.
Deputy Chairman of the Cabinet of Ministers P. Agamyradov reported on measures for development of science and education and the system of professional training of personnel taking into account the objectives of digitization. In this regard, draft Resolution on Opening of Innovative and information Centre of the Ministry of Education of Turkmenistan has been presented for review.
Opening of the Centre is provided with the Concept of development of digital education in the country and aimed at the formation of digital environment in all stages of education, their electronic information base and single network between educational institutes. Digital educational portal was developed on this base.
Modern information and communication technologies will be introduced in educational institutes. The centre will develop national programme software for science, health protection, sport and other directions.
President Gurbanguly Berdimuhamedov pointed out the necessity of stimulation of the role of science in the context of the processes of industrialization of the country and establishment of digital economy. At the same time, the Head of the state highlighted the necessity of closer cooperation of academic circles, science and production and improvement of their innovative potential.
It is necessary to attract young specialists to research work. Create conditions for scientific and technical activity of students, the President said, having signed the Resolution on opening of Innovative Information Centre and sent it to the Vice-premier by electronic document management system.
After, President of the Academy of Science of the country S. Toyliyev informed about work for training of young scientists, engineers, technologists and other required specialists.
In this aspect, the Academy of Science and relative ministries and departments determined number of people to be accepted in postgraduate courses, doctoral studies and clinical residency in 2020 as well as in application of scientific titles.
Summing up the report, the President highlighted the main importance of science in process of industrialization of the country, especially at the stage of transit to digital economy. It is necessary to improve scientific and technological potential in all spheres of life and in production branches, the Head of the State said, having focused the attention of the Director of the Academy of Science on current issues of scientific provision of national oil and gas industry.
This is about development of effective methods of drilling and rehabilitation of wells, improvement of turnover of oil and gas layers. At the same time, the work has to be balanced with requirements of natural protection. Scientific and methodological provision of ecological expertise are required by the projects in the sphere of development of deposits and transportation of gas.
Importance of joint studies with profile foreign scientific centres in this sphere, exchange of advanced practice in creation of intellectual systems of fuel and energy complex, remote control of production processes has been noted.
After, the President called Deputy Chairman of the Cabinet of Ministers B. Abdiyeva who reported on work for improvement of activity of cultural and mass media establishments including for establishment of the system of digital communication between the Ministry of Culture and its profile structures.
Following the Programme of development of cultural sphere in 2019 – 2025, it is planned to implement electronic document management system, which will accelerate processes of exchange of information, documentation and news and to modernize the work of the ministry and its structures in general.
Having listened to the report, President Gurbanguly Berdimuhamedov pointed out the necessity of activation of measures in this direction as well as wide implementation of opportunities of digital technologies in formation of informational space in this sphere including for access to the funds of libraries and museums, in organization and conduct of cultural events, which in its turn, will support the improvement of cultural level and education in the society.
Speaking of this, the Head of the State highlighted that it is necessary to pay special attention to work for improvement of personnel potential of the sphere, training of professional specialists for cultural and mass media sphere as well as finding of talented art masters who are able to represent Turkmenistan in the world arena deservingly.
At the same time, the President noted the necessity of activation of work of mass media for popularization of spiritual values, history of Turkmen nation and current achievements of the country.
In his turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiyev reported on the course of reports in agricultural complex and seasonal field works in the regions. Draft Resolution, according to which seedlings of deciduous, coniferous and fruit trees and vines would be planted in the capital and its outskirts as well as in the velayats in 2020.
Having listened to the report, the President of Turkmenistan pointed out the importance of large-scale reforms in agricultural complex, which is to support the formation of market relations, improvement of level of technical and technological provision of the industry, to provide stable growth of agricultural production in the country.
Having signed the Resolution on planting of trees in Turkmenistan in 2020, the Head of the state sent it to the Vice-premier by electronic document management system, having ordered to provide high organizational level of coming campaign.
Having highlighted importance of national green programme in the country, first from ecological safety point of view, creation of the nest conditions for life of Turkmen citizens, the President of the country addressed the management of agricultural complex with number of specific assignments.
Deputy Chairman of the Cabinet of Minister R. Meredov reported on the outcomes of business trip of the delegation of Turkmenistan to Berlin (Germany) for participation in International Conference “green Central Asia) on the level of foreign ministers of the countries of the region, Afghanistan and Germany on January 27 – 28.
The agenda of the forum included current issues related to the climate change, its impact on global security and strengthening of regional cooperation in ecological sphere. During the conference, specific proposals of Turkmen side on environment protection and ecology have been made.
In particular, it is proposed to organize international conference and scientific forum. Improvement of environment condition and combating of desertification in the region and Afghanistan, development and realization of new projects including development of regional strategy on climate change and reduction of risks related to it under the initiative “Green Central Asia” will be the main subjects of conference.
During the visit to berlin, delegation of Turkmenistan held bilateral meetings and talks. During the meeting with the Head of the Eastern Committee of German Economy, necessity of further strengthening and expansion of beneficial Turkmen – German business contacts hs been confirmed.
Meetings with High Representative of European Union of Foreign Affairs, and Security Policy and the EU Special Representative for Central Asia have also been held. Activation of beneficial partnership in energy sphere was one of the subjects of interested exchange of opinions.
Turkmen side has also made a proposal on development of road map, which includes specific measures for main directions of cooperation between Turkmenistan and European Union. The Vice-premier, the Foreign Minister, said that relative work for development of the draft of this document is carried out.
Summing up the report, President Gurbanguly Berdimuhamedov highlighted that ecological aspect is one of priority vectors of foreign strategy of neutral Turkmenistan aimed at development of constructive international cooperation, which meets common interests.
Speaking of this, the Head of the State addressed the Vice-premier, the Foreign Minister with relative assignments for strengthening of fruitful cooperation with foreign partners in ecological sphere.
Speaking of the subject of Turkmen – German relations, which invariably have friendly character, President Gurbanguly Berdimuhamedov stated the availability of significant multidimensional potential of bilateral partnership, having pointed out the necessity to continue taking steadfast measures for its implementation.
Having noted steadfast dynamics of the dialog with the European Union, Turkmen leader confirmed the willingness of neutral Turkmenistan in further activation of constructive cooperation with the EU.
During the session, the Head of the State signed the Resolution, having assigned the Ministry of Foreign Affairs, Ministry of Finances and Economy and the Institute of Caspian Sea to hold meeting with representatives of Caspian states on discussion of the Draft Protocol on Cooperation in combating of illegal production of biological resources of Caspian Sea in Ashgabat on February 2 – 5, 2020.
The Resolution on organization of the meeting for discussion of the Draft Agreement between the Governments of Caspian states in cooperation in the sphere of scientific studies in Caspian Sea in Ashgabat on February 6 – 7, 2020.
Having sent these documents to the Vice-premier, the Foreign Minister, by electronic document management system, Head of Turkmenistan Gurbanguly Berdimuhamedov ordered to provide high organizational level of these events.
Chairperson of the Mejlis G. Mammedova informed about current activity of National Parliament for modernization of legal and regulatory base of the country, study of national and world practice of constitutional legislation as well as explanatory activities on sites.
At present time, the Mejlis continue working on new legal documents. Importance of constitutional reforms are revealed during events and publication in mass media, subjects related to improvement of the Main Law of the country, provisions of the Draft Constitutional Law of Turkmenistan on Amendments and Addendums of the Constitution of Turkmenistan are explained in details.
The Head of the State noted important role of National Parliament in the formation of modern regulatory and legal base and that high responsibility, which obliged deputies with the trust of electorate.
It is necessary to activate work on sites, continue meetings with public, to inform the people about importance of measures for improvement of the Constitution of our independent neutral state, the President highlighted.
Summing up the session, Turkmen leader focused attention of the members of the Cabinet of Ministers on set utmost objectives.
Having focused on priority directions of foreign course of Turkmenistan, the Head of the State again mentioned the importance of development of constructive friendly relations with all states of the world. In this context, it was requested to continue steadfast work for realization of considerable potential of cooperation in bilateral and multilateral formats including under competent international organizations.
Having highlighted the subject of celebration of the 25th anniversary of Turkmenistan status of permanent neutrality, the President gave assignments on provision of high level of preparation of the events and celebrations timed to this date.
The Head of the State has also made special mention of democratic reforms in the country, which another stage provides improvement of the Main Law, transit of National Parliament to new two-chamber system, in which regard the draft of relative Constitutional law has been developed.
Speaking of this, the Head of the State requested to continue for development of final version of this draft law taking into account proposals, which would receive after its publication in mass media for national discussion.
Speaking on the main objectives of national mass media, President Gurbanguly Berdimuhamedov noted that their activity has to completely comply with spirit and requirements of time and to be based on advanced digital technologies.
The Head of Turkmenistan has also requested to provide high organizational level of preparation to coming spring tree planting. It was mentioned that annually held large-scale green campaigns support ecological wealth of the country.
Having highlighted important role of science in steadfast development of the state and society, the President of Turkmenistan gave relative instructions for active implementation of digital system into this sphere, enhancement of efficiency of scientific and appolied researches in different spheres, stimulation of youth to science.
Having noted the necessity of taking of actual measures for further reformation of economy, intensification of production potential of agricultural sector and its diversification, the President ordered to hold timely solution of all objectives set in this sphere under control.
Finishing the session, President Gurbanguly Berdimuhamedov wished big success in work to all participants.
