Working Group under the Constitutional Commission analyzes proposals

A regular meeting of the Working Group under the Constitutional Commission on the development and generalization of proposals on amendments to the Constitution of Turkmenistan was held in the Mejlis.

The Working Group was established on the instruction of President Gurbanguly Berdimuhamedov in accordance with the decisions of the Halk Maslahaty taken place last year. The Working Group consists of the deputies of the National Parliament, specialists from ministries and departments, law enforcement agencies, experts from the Institute of State, Law and Democracy, the Academy of Sciences, universities, and representatives of public associations.

The proposals and comments received from the citizens of the country, political parties, groups of enterprises and institutions, as well as from public organizations and local authorities after the publication of the draft Constitutional Law “On Amendments and Additions to the Constitution of Turkmenistan” were analyzed during the meeting. At the same time, special attention was paid to international law and positive foreign experience in the field of improving the Basic Law.

In connection with the upcoming creation of the bicameral legislative body of the country, the meeting participants discussed the issues on amendments and additions to the currently existing Constitutional Law “On the Hulk Maslahaty of Turkmenistan”, the Law “On the Mejlis of Turkmenistan”, the Electoral Code among other laws.

In addition, chairmen of the Halk Maslakhaty in the regions and Ashgabat presented reports on the work done to increase awareness of the population on the norms set forth in the draft Constitutional Law “On Amendments and Additions to the Constitution of Turkmenistan”.

According to the meeting participants, the ongoing constitutional reform is aimed at strengthening the foundations of our democratic, legal secular state, the successful implementation of large-scale economic reforms and socially-oriented programmes carried out in Turkmenistan.

The tasks and key areas of the work of the Working Group under the Constitutional Commission, including campaigns on increasing awareness, drafting the Constitutional Law “On Amendments and Additions to the Constitution of Turkmenistan”, the adoption of which will become the most important socio-political event in the recent history of the country, were discussed during the meeting.
